Like many of its counterparts in the developing world, Pakistan has consistently struggled to develop inclusive and decentralized state institutions. From its inception in 1947, the state has generally operated like a unitary state. Institutional experiments such as One Unit, oscillation between civilian and military rule have all led to creation of an extremely centralized state structure that functions in a top-down fashion.
